            Santa came to Lowry Hill on Christmas Eve!! He started at 4.30pm at the entrance to Naworth Drive and drove round Lowry Hill Road entertaining literally hundreds of children, his elves collecting donations for local charities as he went. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Thanks are due to The Rotary Club of Carlisle for organising this event.

            Thanks to last year’s Christmas Lights competition winners, Tom &amp;amp; Simone Hodgkison, for judging the 2025 competition.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
           Residents had excelled themselves with some amazing displays making it very difficult to pick out the winners.
          &#xD;

    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;

           Lowry Hill Plant Swap - 26th May 2025
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           All residents were encouraged to grow and pot flowers, shrubs and vegetables and bring them to "The Owl" an open space behind the Kingmoor Infants' School on Sunday 11th May.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            On the day the organisers were  pleasantly surprised with the number of plants brought along by residents.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           At the end of the day people were encouraged to take plants even though they had not brought any to exchange.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Such was the success that it is expected that the event will be repeated in 2026.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

             Lowry Hill Litter Pick - Sunday 27th April 2025

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Lowry Hill Residents' Association invited volunteers to take part in a litter pick on Sunday 27th April, and are very grateful to the many residents who helped. 
           &#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The team cleared rubbish from most of the estate on that day. 
          &#xD;

  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

            Santa came to Lowry Hill on Christmas Eve!! He started at 4.30pm at the entrance to Naworth Drive and drove round Lowry Hill Road entertaining literally hundreds of children, his elves collecting donations for local charities as he went. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Thanks are due to The Rotary Club of Carlisle for organising this event.

            Thanks to last year’s Christmas Lights competition winners, David &amp;amp; Sallie McNeill, for judging the 2024 competition.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
           David and Sallie were impressed by the many displays throughout the estate and said this about the prizewinners.
          &#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
           First Prize       -      The Hodgkison Family - Stylish and Co-ordinated

           Second Prize -      Mr &amp;amp; Mrs McLean - Beautiful tree and stunning star

           Lowry Hill Plant Swap - 26th May 2024
          &#xD;
    &lt;/span&gt;&#xD;

  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           All residents were encouraged to grow and pot flowers, shrubs and vegetables and bring them to "The Owl" an open space behind the Kingmoor Infants' School on Sunday 26th May.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            On the day the organisers were  pleasantly surprised with the number of plants brought along by residents.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           At the end of the day people were encouraged to take plants even though they had not brought any to exchange.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/h3&gt;&#xD;
  &lt;h3&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Such was the success that it is expected that the event will be repeated in 2025.
          &#xD;
    &lt;/span&gt;&#xD;

&lt;/div&gt;&#xD;

           The Lowry Hill Residents' Association invited volunteers to take part in a litter pick on Sunday 28th April, following the success of similar events in previous years.

      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The team cleared rubbish from most of the estate on that day.
          &#xD;

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           Despite the pouring rain lots of residents supported our tree planting by Ex Councillor David Morton and his trusty guide dog Rebel. A collection was made for the ‘Guide Dogs’ charity which raised £140 with the Residents’ Association adding an extra £60 to make it up to £200.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Once again the vintage double decker bus gave rides round the estate which was enjoyed by both young and old!
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A commemorative plaque is in place on one of the 3 benches on Lowry Hill Road and the King and Queen did make a (cardboard cut-out) appearance but became soggy and collapsed before a picture was taken!
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
&lt;/h3&gt;&#xD;
&lt;div&gt;&#xD;

           The bunting was up, the ‘Royals’ in place, the sun came out and the crowds arrived to celebrate the Queen’s Platinum Jubilee on Lowry Hill Road.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A very special couple had been chosen by the residents to plant a commemorative tree.  Vida and Bill Boak were the third family to move onto the new Lowry Hill estate in 1966 and have now lived in their house for 56 years.  This makes them the longest standing residents on the estate.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The best dressed award went to Brontë who had made her own crown. 
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The scarecrows dressed as the Queen and Prince Charles were a big hit with lots of selfies being taken.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A highlight of the day was the opportunity for a ride on a vintage double decker bus.  This went round the estate many times giving everyone a chance to climb onboard and view the decorations from on high.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           As a lasting legacy the Residents’ Association are refurbishing the 3 seats close to the main bus stop on Lowry Hill Road.  These should be completed by the end of August.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Thank you to our 3 City Councillors for the grant monies enabling us to stage the event and also our thanks go to Andrew Bray for bringing his vintage bus along for the afternoon.
          &#xD;

          The LHRA AGM this year will be held online using Zoom.  
          &#xD;
    &lt;span&gt;&#xD;
      
           The decision to hold the AGM online was not taken lightly as we appreciate that not everyone is familiar with Zoom. However it was felt that we could not take the chance of being unable to hold an AGM for another year due to any further Coronavirus restrictions that may be imposed.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;

      <title>Message from David Morton, Councillor for Belah &amp; Kingmoor Ward</title>

         Update from Councillor David Morton

         The months have rolled by since the last edition of LHRA Newsletter and we all have varying degrees of concern about the state the country is in due to the Covid-19 pandemic.  By all accounts we are relatively lucky on Lowry Hill, although there have been a few instances of the disease in the locality, some requiring hospitalisation.  Depressing though it is it is still necessary for us all to take the greatest of care in everything we do, especially outdoors; please take care. During the summer there was a fantastic “best garden” competition with a variety of categories.  There were some fabulous displays across the estate and congratulations to those who were lucky to judged as best in class.  In addition to thanks or those who took part, appreciation is due to those charged with organising and adjudicating.  Well done.
         &#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
    &lt;div&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
            I am reluctant to mention yet again the issue of overgrown hedgerows and blocked pavements in all areas of the estate, but I have been asked to reiterate the fact that overgrown hedgerows, as well as being untidy, are a danger to pedestrians on the street footpaths, and just as important in the myriad of cuts throughout Lowry Hill.  Perhaps we should have a competition for the neatest and the untidiest hedges in Lowry Hill to encourage some responsibility for the safety of our all pedestrians.  It is actually an offence to obstruct the highway, and an overgrown hedgerow impeding the free passage of pedestrians is an offence.  Imagine the distress that may be caused if a pedestrian inadvertently walked into an overgrown hedge that was your responsibility, resulting in the loss of an eye or other distressing facial injury.  If you were the owner of the hedge you may find yourself the subject of prosecution or civil litigation.
          &#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
            Please can I ask anyone with a hedge that falls into the offending category, to take steps to improve the comfort of pedestrians by getting the offending foliage trimmed back so as to avoid totally un-necessary obstructions?
           &#xD;
      &lt;span&gt;&#xD;
        
             During the coming months I am hoping to work with LHRA committee to identify those properties with overgrown hedges and trees.  Thereafter a friendly letter may be sent out with appropriate advice.  If all else fails, and as a last resort,  it may be that the county council highways department will have to be involved to undertake remedial work, and for which there is likely to be a cost that will have to be borne by the property owner. 
           &#xD;
      &lt;/span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Let’s all be good neighbours.

            Quite rightly, there has been a furore in recent days about the lack of provision of meal vouchers for needy children during school holidays.  At the time of writing, Carlisle City Council has made available £19,500 for use by council members to help in appropriate cases.  I will be allocating (or by the time you read this I will have) my share of the monies to the two schools on Lowry Hill after consultation with the head teachers.
          &#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
            Christmas is getting closer and hopefully by then there will have been some respite in the current crisis that is gripping our communities.  Traditionally, the festive period, as well as being an important religious festival, is a period when families look forward to long awaited reunions.  Ann joins me in wishing you a peaceful Christmas with loved ones, and with the hope that we can all look forward to a better 2021 than 2020 has been.

      <title>Abattoir Odour Update</title>

         On the back of being asked to put something together for your current residents' newsletter I have recently had long conversations with Ali at the Environment Agency, Daniel at the abattoir and some residents. I have been intending to pull the key bits of information together to share with the residents association.
         &#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          The Environment Agency (EA) does have a series of actions that the abattoir needs to carry out over the next year to improve processes and reduce the risk of odour in order to comply with its operating permit. So Ali is monitoring that.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          For the time being it is really important people keep reporting the smells. The EA needs several calls before it will come out to investigate so it is important that everyone report it when the smell becomes noticeable rather than leaving it to the most affected residents all the time. The problem is that the EA are unable to investigate in a timely manner. I am aware various residents have had an issue when reporting it to the abattoir, feeling that their concerns were being dismissed or that they have been spoken to rudely by abattoir staff. I have spoken to Daniel about this and asked that he and abattoir staff remember that you are only getting in touch because it is an issue for you, that it is at your homes and you can’t just go home from it.  For the time being people need to keep reporting to the abattoir as well as they can only deal with something if they know about it at the time. I would also ask that people contact me if they feel their calls are not dealt with appropriately by the abattoir and I will get back in touch with Daniel.
         &#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          In the longer run though I would like us to find a better way for reporting this. I don’t think two phone calls are the best way to have to deal with this. And also I have concerns that, with the best will in the world, and much as they want to identify what processes are causing smells, the abattoir staff may well be “smell blind”, if that is the right phrase for it, when coming out to check smells. It is frustrating that the EA hasn’t got the capacity and is too far away to come and check it in a timely manner. We could do with someone independent who can assess smell issues. I am going to talk to our environmental health department about this.
         &#xD;

    &lt;br/&gt;&#xD;
  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
          The plan for the additional building was submitted in June 2018 and permission was granted back in August 2018 as an officer’s delegated decision with it not making it to our planning committee (planning application number 18/0493 if you want to look at the details online).  As often seems to happen with planning applications it went in over the summer when people are more likely to be away. There are various issues that arise in my opinion about this, in particular around lack of information to residents about it.  I am going to look into this further. I am so sad for you that this further development of the abattoir, with the space for animals to stay for up to 10 days, has been allowed to happen so close to residents’ houses.

         Earlier concerns have been expressed regarding work that was being done to create what was perceived at the time to be a new footpath along the above route line and parallel to an existing path through the wooded area. Cllr Gareth Ellis and myself recently had a site meeting with staff from the county council highways department and the Green Spaces team at Carlisle City Council.
         
                  &#xD;
  &lt;div&gt;&#xD;
    &lt;br/&gt;&#xD;
    &lt;div&gt;&#xD;
      
                      
           It was clear from that meeting, evidenced by relevant documentation, that the area of land that had been cleared behind the residential properties, was indeed an authorised public right of way that had been neglected over a long period of time.  The “traditional” route through the wood from the entrance at Wakefield Road (adjacent to the pond) and then through the woods to Westmoor Road, was one that was created on a bund that was developed to shield residential properties from the nearby trading estate.  That latter route has been is popular use since that time, and I guess most folks were not aware of the “official” route through this area.
          
                    &#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
                      
           Gareth and I agreed with council staff that, whilst the “right of way” had been defined, there would be no further work done on that route except that the “new” path would be cut once a year only.  Green Spaces team from the city council agreed that some improvement works would be carried out on the “traditional” route through this area of the woods, and that any steps on the path would be improved, with appropriate ramps installed so as to allow for use by the disabled, especially those with wheelchairs.
          
                    &#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/div&gt;&#xD;
    &lt;div&gt;&#xD;
      
                      
           Hopefully this course of action will help to allay and fears that people may have had.

           You may, or may not, be aware that the Environment Agency Public Consultation with regard to an application from the developers for an Incinerator operating Permit opened on the 24th July.

      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

           It was understood that the Environment Agency proposed to deliver a Newsletter explaining how to take part in the consultation and make relevant comments, however this Newsletter has not yet been forthcoming. The consultation ends on 19th October 2020.

          Lowry Hill WI meets on the third Wednesday of each month in the Lowry Hill Business Centre, unless school holidays dictate otherwise. Obviously, at present we cannot meet up and we are not sure when we will be able to, but after the summer we will be working hard to try to sort something out, hopefully before Christmas.

  &lt;/div&gt;&#xD;
  &lt;div&gt;&#xD;
    
                    
           We have a varied programme of speakers, events and outings, the planning of which is contributed to by all members. We should have been going to Dumfries House this month for our Annual Outing, but we also sometimes visit The Theatre By The Lake in Keswick and occasionally meet up for lunch as well as coffee every two months. If anyone is interested in finding out more about us, why not come along to up to a few meetings, to see what goes on.

         Update from Councillor Gareth Ellis about the Kingmoor Incinerator:

          We can confirm that the Environment Agency has now received an application for an environmental permit for the Kingmoor Energy from Waste Facility on land adjacent to Kingmoor Park Industrial Estate, Carlisle. We can now also confirm that the Environment Agency is treating this application as one of

    &lt;b&gt;&#xD;
      
           high
          &#xD;
    &lt;/b&gt;&#xD;
    
          public interest.

         Council Meeting Update

         Incinerator Update - at the Carlisle City Council meeting on Tuesday our Green Party councillor, Helen Davison, seconded by Conservative Councillor David Morton and with support from Conservative Councillor Gareth Ellis, achieved a great step forward in our fight to stop the incinerator by getting the council to unanimously adopt a motion that they should actively oppose this development. This is a major achievement though there is obviously a long way to go. The next step is to convince the Environment Agency that this development is of high public interest, and the more LHRA members who contact the EA the better in that respect. Thank you.
